It was extremely difficult for a consumer to receive repair services for, or exchange or return the product with a safety defect or for a consumer to be compensated for the damage caused to the life, body, or property of the consumer by proving the “negligence of the manufacturer,” which is difficult for a consumer to prove, in accordance with the Civil Act. However, the Product Liability Act took effect on July 1, 2002 and it has made it possible for a consumer to be compensated more easily by proving the “defect of the product” only instead of the “negligence of the manufacturer.”
